it is commonplace not to change neighbourhoods while a neighbourhood-based process in active
examples from FoE :
-neighbourhoods are changed on early morning on mondays, before the PvP rankings (neighbourhood-based) are open
-there is no neighbourhood reshuffling during summer casino event, because there are neighbourhood-related processes
so not moving people during tournaments makes perfect sense, because all the checkpoint chests are distributed according to neighbour involvement
I understand that many of us would prefer moving quickly to a new and better neighbourhood, but imagine 2 players in a semi deserted neighbourhood;
one of them is moved on friday morning, and ends up in a populated zone, while the other is a little bit more alone ...
the first one gets inserted in the tournament, and in very few encounters (s)he will benefit from the activity of this neighbourhood;
the second one is advancing province by him/herself now, meaning reaping much less benefits
this is because of this imbalance - and maybe too due to some probable issues within the way tournaments are coded and could react to a new player being dropped into the rankings - that moves will not be performed duing tournaments
