I try sometimes several parts of town. Downtown, middle town and upper town. All buildings to level 4 come to the downtown. As a street it is used the simple Trail. Then buildings with level 5-8 come to the middle town and the Cobbled road. In the end the upper town with all buildings from level 9 and the Ornate Street.

You mean upper class lives in the upper town? I like the idea of mixing the buildings of your city to make it more look more alive. Instead of building only straight streets with highest level buildings. But I would not start to divide a elvish town into upper and down town. That's a human invetion - elves are better adapted ;)
