Fixed [9582] Bug in Build / Upgrade Quests

Dear sir ,

I have to say that the contest is not working well.
I've been buzzy with quest 16 and as you can see in the middle of my town, I've build 4 new residences special for this quest and worked them up to level 5 as requested, but
now it shows that I did only 2.
This gives me a disadvantage so big that I never ever can complete all quests (or was this the meanig ).
Even if you restore things as it should be, I can not ever finish it because of this.
A compensation should be on its place.

Thank you - we can confirm that there are some problems with the second to last quest in the The Contest line.

As we have had no new reports of this since 1.15, moving this one to fixed. Please do let us know if you still experience this issue at all
