Duplicate Unable to access Arcane Faculty

I have 2 level 3 Arcane Faculties but an unable to access either to upgrade or produce output.

Current situation:
When I try to access my Arcane Faculties I am unable to get into them. The screen image shown is displayed.

Expected situation:
At earlier levels I have been able to access the Arcane Faculty to upgrade or to start production

Reproduction Steps:
1. Access Arcane Faculty
2. Screen shown displayed indication production is complete
3. Refresh game
4. Same happens

5. Refresh again - screen shows production to collect
6. Try to collect but no items added to inventory and quest not updated.
7. Back to step 1.

Add more steps if needed. Include only ONE action for each step!

I have finally managed to overcome this bug.
Reloading the game did not work.
Disconnecting the buildings from my campus did not work.
Leaving the buildings disconnected from the campus and then reloading the game has freed up the bug.

this seems to be an old bug that has rescratched the surface.
We are reopening the old bug.
