Duplicate Research Failure City Expansion 18

I completed City expansion 18 this morning but the option to buy it is not showing in my buildings tab as it still shows zero.

I thought it might have been laggy so just logged in tonight to see if it had corrected itself but its still showing 0

Can you help please?

Mine shows minus 1 ( -1). The latest update got to be
the buggiest yet!.....
