Quest title: The Phoenix Cult

Current situation:
The Quest that asked me to spend 20 KP, I spent only 10 KP and it was already in Success.
It was the quest that gives 58 Sky Essence

Expected situation:
This Quest should be in Success only after 20 KP are spent

Reproduction Steps
1. Fulfill Phoenix Cult quests until the one that asks to spend 20 KP and gives 58 Sky Essence
2. Spend only 10 KP
3. Look at the quest: it's already in Success

I've notice similar things happening with other quests that requires KP's. Just completed quest #63 with only 9 KP's instead of 13.
