This is quest #63, right ? I knew I wasn't crazy (not more than usual).
I moved 10 KP into my Mountain Halls and the quest finished, but wasn't sure if I read correctly "13" before closing the window.

same here
spent 5 kps on another player's wonder, had 10 out of 13 kps spent on the quest bar
spent 2 more on one of my own wonders, had the quest finished

I just had the same problem. The quest asked me to spend 10 KP but after I spent 7 it was shown already as completed.
