Quest title:
Current situation:
If you visit another players city you can see the banner with the timer for the Fellowship Adventure. It glows if you hover over it but if you click on it nothing seems to happen.
But after clicking you can't do anything in that city any more.
Clicking on the helping hands does not work.
Hovering over houses does not make them glow.
Clicking on the Fellowship button does not work.
Clicking on the World Map button or the Return to City button works
and if you return later everything else works again too.
Expected situation:
I would expect it be clickable or not viewable in other players cities.
I also would expect to be able to do things in that city afterwards.
Reproduction Steps:
1. Visit any other players city.
2. Click on the Fellowship Adventure button.
