Fixed [17741] Clicking FA icon while in other town prevents hotkeys

Current situation:

Went to neighboring city to provide NH. Clicked once on the Fellowship Adventure icon to see what it would bring up. Nothing happens. Now pressing E to provide help doesn't work. Pressing F to go to the fellowship window doesn't work.


Expected situation:

Clicking on the FA icon should not prevent hotkeys from working.


Reproduction Steps:

1. Go to town where you can provide help.

2. Click on the FA icon.

3. Press E or F.


Add more steps if needed. Include only ONE action for each step!

indeed as soon as you click the fellowship adventure button while visiting a neighbour, everything seems to stop working.
can use shortcuts anymore but also cant click on the help icon, or click fellowship icon.

my guess is that the FA flag shouldnt be there when you visit a neighbour
