Quest title: No quest, placement of expansion issue

Current situation:
I want to place a city expansion and the game gives a server error

Expected situation:
Normal placement of expansion


Reproduction Steps
1. Open the buildings menu select the free City expansion

2. Place the expansion, placed southwest of the magic academy

3. The games give the error

4. City in edit mode after restart the game and going to the edit mode for building

5. Closed browser and restarted the game in a different google chrome session, repeated steps 1 till 4, the results are the same.
