[Communication] Scroll wheel in mail conversations

Summary
Be able to use the scroll wheel in private messages.

Description
When you are reading a conversation on a message with another player, to scroll up/down you must click and drag the little red vertical bar on the right. Ot would be nice if you could also/instead use the mouse wheel to do it.

Motivation
User convenience.

I think this idea won't need any more explanation, so I'll add a poll for it now. As explained here, everyone has 2 weeks to vote. When at least 20 players have voted and at least 80% is in favor of the idea, we will forward it

@Marindor When voting on an idea like this should we be taking into consideration that this may take time away from developers making other improvements? Or should we just vote "yes" on all changes we would like to see since the polls don't guarantee entry to the dev's roadmap anyways?

If you think an idea should get implemented, it would indeed also mean that you'd think the devs should make time for this (so: giving it priority above other things). This is indeed something to keep in mind, for we would have to make choices.

Of course this counts for bigger ideas. But shouldn't really be in consideration for every tiny little idea there is. Else we can stop adding ideas right away cuz in some way an extra added idea always means slowing down the process of current developement.
