Duplicate City Extension need to log off

After completing the number of provinces to gain a city extention it is only available after loging off and in again. (Once more, this has happend in other updates)

For me, refreshing was enough. Today it happened again that the counter of the completed provinces wasn't updated after finishing the province. I had te refresh to get the right amount. They can't reproduce it, but it keeps happening. No idea why.
