Duplicate Cant place City Expansion

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Current situation:
I had 2 city expansions available, placed the first one for a cost of 50k gold.
Now I want to place the next one, costs 65k gold but everytime i try I get the same error message (didnt actually know I had another one, so maybe it shouldnt even be there)

Expected situation:
For the new expansion to be placed


Reproduction Steps
1.Open build menu
2. Chose expansion
3. Chose location
4. Click location
5. Errors occurs

Add more steps if needed. Include only ONE action for each step!

Each time the error occurse elvenar reboots.
Tried to do it in internet explorer instead, same outcome.
