Quest title: Increasing population & Striving for improvement
Current situation:
When getting quest that involves to upgrade the building, quest does not count as finished. This may be due to the fact that some of the time game was left open in the browser, but more likely that builders hut was motivated.
The bug was explained also here
Expected situation:
Upgrading building would be counted toward finishing of the quest, no matter if it gets any help or if the game is on.
Reproduction Steps:
1. Make sure your builders hut is motivated
2. Start quest to upgrade a building
3. Leave the browser open
