Current situation:
__The mouseover tells, that I have 6 construction boosts instead of 3. the builder-menu itself indicates, that it is builder hut lvl -1 (since the first builder should be available at lvl 0)

Expected situation:
__even the mouseover should give just 3
__the builders should be available
