Fixed [12503] Internal Error when tring tio use fifth slot in Training Grounds

This is what happens when I try to train a fifth squad in the Training Grounds. I already have 4 squads ordered and training, and the last slot shows as "Free Slot", but when I try to train another squad I get an internal error.

This is probably related to this bug. Now because fo the error we can no longer use the fifth slot until the Barracks upgrade is complete, however the fifth slot still shows up as available as soon as the Barracks upgrade begins:

Expected situation: The fifth slot in the Training Grounds should show as avialable only AFTER the Barracks have been upgraded to level 10, and not as soon as we start the upgrade.
