Duplicate world map shows all provinces as new

Current situation:
all previous encounters on world map are gone
all scouted provinces are shown, with all encounters 0/8
one can negotiate/fight all previous encounters again

Expected situation:
__just new provinces that are scouted show encounters

Reproduction Steps
1.opened world map
2. played some encounters 1 Province
3 gained KP
4. closed world map
4. spend KP from encounters
5. went back to worldmap...
6.all just played encounters are gone again
7....
