Current situation:
1. Winter Magic task shows "Gain Combining Catalyst 0/2"
2. Combining Catalyst production in Magic academy is locked due to the lack of research.
Stoped Winter Magic quest for a long time until priper research.
Expected situation:
Quest task requires possible actions.
Reproduction steps:
1. Click on "Winter Magic"
first task is "Gain Combining Catalyst 0/2"
2. Enter Magic academy
Combining Catalyst production is locked

There are other ways you can get Combining Catalyst as well, from spire, from set buildings.... So making them in the academy isnt the only way you can go.
That being said, the research you need to do to be able to make the CC in the academy, isn't that far in the research tree, and this event is a long one. I'm sure one can manage to unlock that tech in the academy within the given time of the event, even more considering the new speed up tech tree all new players should now have.
