Duplicate visits to neighbor

Today I gave up doing the rest of visits to neighbor was impossible the city did not agree to receive aid...
I tried with other browser but continued the same way

Try going back to your city and then again to the city you want to give help to. That solves it temporary most of the time. If not try reloading the game.

However its still a bug, but luckily already reported.
