Not a Bug unreasonable trades

I spotted other players being able to place unreasonable trades.(see screenshot)
I tried but cannot place the same trade.

platform: Windows 10
Browser: Google Chrome
Game version: V1.57

there is nothing wrong with these trades. Its a normal 1:4 ratio wich is max ratio the game allows.
But because you have not dicovered that player, you need to pay 50% trader fee, (see the yellow !) which turns it into 1:6 for you.

It's a tactic some players in Fellowships use so that their less-advanced members can trade without non-members swooping in and grabbing the trade.
