Duplicate Tournament Checkpoints reached without doing provinces

Quest title: no, Tournaments

Current situation:
Checkpoints are reached, with (too early) or even without fighting (not having participating neighbors for sure).

Expected situation:
Checkpoints should only be checked/reached, if you (or + your neighbors) gained enough Tournament Points.


Reproduction Steps
1. Go to tournaments overview (tent icon)
2. Click on one entry/Tournament Province entry
3. Checkpoint 1 (without even fighting) is reached. Fighting Level 1, also Checkpoint 2 is reached.

For this reason I gonna move it as duplicate to the archive!
