Current situation:
Ok, I got it.
Not a bug!
The main total culture number only shows available culture (provided minus demanded). Only the Culture bonus tooltip shows available + nh culture bonus.
Neighborly Help Bonus is not added to total culture. If I calculate my culture, only summing up cultural buildings (plus NH bonus) and NH from streets, I am missing 13830/14800 Culture in the game.
(If I sum up required culture I have the same result with 35501, which should point out that I am not too bad in calculating culture )
Game/Screenshot shows 40531 total culture.
Decorative Flower Pot: 1 x 42 = 42
Twin Flowerbed: 2 x 98 = 196
Temple of the Holy Fire: 1 x 2400 = 2400
Cocoon Lampions: 1 x 390 = 390
Pond of Recreation: 7 x 3700 + 14800 (=4 x 3700NH) = 40700
Blossom Street: 168 x 63 = 10584
Dwarven Street: 1 x 49 = 49
total: 54361
+ 970 The Sanctuary = 55331
diff: 14800 = 4x NH of Ponds, which are missing !!
So, Neighborly Help Bonus is missing.
Expected situation:
Culture + NH bonus should be calculated correctly.
