Duplicate Surrender button grayed out

Current situation:
When I am in a province, if I load more than one encounter to fight during my visit to that specific province the "surrender" button will gray out and I will have to reload the game if I want to "surrender" and reposition my troops to accommodate the landscape. If it helps, I've been fighting mostly crystal provinces lately, 11th ring.

Expected situation:
The surrender button should always be available regardless of how many encounters I have fought in a province.

Reproduction Steps
1. Visit a province
2. Fight an encounter. Try to win.
3. Go to next encounter. Try to win.
4. Repeat step 3 until you notice that you have loaded an encounter and the surrender button is grayed out.
