I can confirm! tonight i did an upgrade and quest is still open.
Cannot believe they claimed it got fixed after all these months!

It seem that none of the upgrade quests for over level 11 are working. I have tried them all. Residences, manufacturing, boosted manufacturing and just update a building over level 11. (that was for my Main hall upgrade

I have this too .... Quest requires a workshop upgrade to level 11 or higher - workshop upgraded to level 19 and quest not complete

Thank you for reporting this guys. Our development team is currently working on this (annoying and) persistent bug. Could you all please send us a support ticket as soon as this happens for you, including the quest title so we can check all your logs and forward more specific information to our development team? Thank you for your help on this, we know it's a mean one!
