Not a Bug Steel production greyed out

Current situation:
When I view the building menu of goods buildings the steel building is greyed out even though I have sufficient material to build one.

Expected situation:
The option to build a steel manufacturer should be available since the other buildings are.

Reproduction Steps:
1. Click Build menu
2. Click Goods tab
3. View buildings

It seems you are missing population. Are you sure you have enough free workers (36) for it?

As I don't remember checking my population I can't say for sure if that's the problem or not. Thanks for pointing that out.

Update:
Apparently the goods buildings have different requirements (why?!) in terms of coins, supplies and available population so it's possible that this (missing people) is the reason why it was greyed out.

@wournos: Even the production output is different, the reason is the different needed building space.
