Rune error message?

So what does this mean?

"Insertion has a bigger cost than the available rune shards"?

I got a needles of the tempest rune and I was trying to enter it into the circle and I got that error message and the rune will not attempt to enter the circle. If I back out of the wonder and go back in I get the message again. I have six spots left in the rune circle to try to fill.

Looks more like a bug to me. I think the rune shard is added, but doesn't show, so when you try to do it again, it gives you this message. You can check the bug section to see if anyone has posted this there. if not, feel free to create a new thread about this issue.
