Residences upgraded when you're offline don't produce gold until after first login.

Maybe this is related to an already reported (and fixed) bug, at least according to the release notes of version 0.28:
Residences and Granite Mines no longer need a refresh in order to start production while you are online

Sadly it's intended for buildings to be first ready when you log in.
You might have seen some buildings under construction forever in some of your neighbours city.
That is because of this behaviour. Neighbour gone inactive while upgrading -> so he never logs in anymore and the building is upgrading forever.

This is not a bug, but works as intended. Just as you need to manually start a new production in a manufactory or a workshop when logging in after an upgrade, the residences also only get triggered for a new production when you've logged in after the upgrade.

many issues are also like that
resident building will not completed in construction until player online
townhall like that
ancient wonder like that...

becos it do not count "construction completed" until you login, so your residential building do not generate coins as "construction is still progressing" while you offline
it need your signature for "construction completed"

so remember to login regularly at right moment

I feel there may have another scenario with "scaffolding"
it seems they are demolishing...not constructing

it seems it start counting when demolish
if player do not login...that player city ..will dis-appear from map too when timer-up
