My quests all allow me to refuse them and both buttons have the same requests

There are times during the game when it is possible to have both quests the same, and also to have both quests declinable. That said, in order that we can check for you that all is as it should be, please contact our support and we will be able to advise you. You can do that by right clicking in game and choosing 'Support' or simply by clicking here.
