Quests - sparkling roads

Hello,
Should you have the option to decline / complete all quests?
I am stuck on the "Sparking Roads" quest as it does not have a decline button, I have sold all my mines and the portal as I finished the tech tree level and I am now on the fairies level. Now this quest has come up and I don't have the granite to complete it, do I have to build everything again just to get past this quest or should I be able to decline it? thanks

Are you sure it's the dwarven quest? Because you should've had that one a looooong time ago then.

Yes it is a Dwarven quest, to build a dwarven street.

I still think all Dwarven quests should evaporate once you have reached the Fairy Age.
I still have one to build a dwarven culture, it will cost way more than the reward and
I can't decline it.
