Duplicate Quests not working right

Had a quest for 4000 silk. Went into the trader and traded a neighbor for 5000 silk and the quest did NOT accept it. WHY?
Set a quest for upgrading a house for level 11 or over. My level 16 house was not accepted. WHY?

So far we have been unable to reproduce this problem. Also, regarding the 2nd quest problem, please have a look at this thread, which seems to describe the same problem.
