Duplicate quests about building lvl

Why aint the quests regarding Buildings at a certain lvl not formulated at lvl 5 or higher.

It is borring/irritating to decline a quests : have 2 workshop at lvl 5, when I just finished the sixt at lvl 9

It looks like there is a problem with this specific quest (and maybe other similar quests). The quest should finish when you have the required amount of buildings at the required or higher level.

As this turns out to not be an idea but a bug, I'd like to forward you to this thread (click) about the bug. Please give us as much information about this as possible, e.g. your race, the quest name and the quest requirements. I'll close this thread, as the discussion can continue in the referred bug report. :)
