Quest title: quest 11: Mine shafts
build 1 granite mine

Current situation:
The moment I started building the first granite mine the quest completed.

Expected situation:
I would expect the quest completed when the 1st granite mine was build and ready for use, not before.

Reproduction Steps
1. Get to chapter 6
2. Research everything up to granite mine
3. Have a portal and some tracks
4. Place the 1st granite mine

Extra question: why does the quest for the tracks come after the granite mine?
It should come before the granite mine or you can place 1 mine without a track and it never gets build.

This can't be considered a bug, because it's in favor of players (but if you want, we can forward it as a feedback).
About Portal Tracks, quest asking to unlock them it's before quest asking for research Granite Mines (respectively quest n. 8080 and n. 8100).

The research order for the tracks and mine it the right way around but the quest for placing them is reversed.
