Cannot reproduce Quest "Good Supplies" completes with upgrading to lvl 9 also (instead of lvl 11)

Quest: Good Supplies

Current situation:
The quest is to upgrade a Workshop to Level ELeVEN
(or higher). But it also completes with just upgrading from lvl 8 to 9.

Expected situation:
The Quest should only complete on upgrading a workshop to level 11+.


Reproduction Steps ... I bet, you can manage it.

A Workshop is not a Manufactory as asked in the Quest. Your Good factories are but not your Workshops. Are you sure the quest finished cuz of the Workshop and not a goods manufactory update at the same time?

Ah, Oh, Oops ...
No, I did not upgrade a manufactoy. Only those two workshops shown in the second screenshot, that therefore have the not-busy indicator on top (while the others around are "working"). Also, I wanted to upgrade other workshops to level 18 or 19 the next day, to complete the quest ... classical "read first, then ask"
So, the quest still did complete on a non-wanted way.

Don't ask me, how I could know ...

I did upgrade my Silk Manufactory, having 57764 and then 58140 points/score (lvl 16/17)
Then I upgraded two Workshops, first of all one from lvl 7 to 8 (58140=>58157), and later on one from lvl 8 to 9 (58214 =>58234).
Between those workshop upgrades I upgraded a residence from lvl 8 to 9.

I am sure, the quest completed after the workshop upgrade, which was in the evening. The silk manufactory got finished somewhere late afternoon.

This seems to be a coincidence. We were not able to reproduce this issue so far.
