Cannot reproduce Quest completion not recognized.

"Improved Production" and "Good supplies" solved, both not recognized.

Current situation:
Upgrading a (boosted) Gems Manufactory von 10 to 11 does not complete the quests

We have tested both quests, and used the following:

• An account with a Gems boost
• The account was from the Elven race
  
• A level 10 Gems Manufactory (upgraded to level 11)
• Both quests you mentioned were active on the account

When we upgraded the Gems Manufactory both quests were completed correctly. We have also tested it while performing Neighborly Help while the upgrade was running (to test if it was not the same bug we had months ago). In all cases, both quests worked perfectly. So, unfortunately we'll have to mark this one as "cannot reproduce". If anyone has any more information on this, please do let us know so that we can further investigate!
