I wouldnt really call that a bug. Theres nothing you can really do with that -29 pop. The only theoretical thing you could do would be to build culture in that slot.

I can confirm, you can have negative population.
Recreation: Sell residences until you have negative population.
I don't know if it's a bug, I think it is. In FoE you can not sell residential buildings if you'd have negative population after selling.

Firstly you could do that in FoE, later it was changed.
I reported it because it's just strange to have population below 0

I am setting this to confirmed as it seems the sell action should not be allowed when it puts you into negative population.

This was found to not be a bug and functioning as intended.
