Had something simular on live yesterday. Refresh didn't help.
IIRC this happend after a technology research.
But today those "new" notifications were gone.

btw, i'm not even near chapter 19

Issue gone.
Happens multiple times only during the first hour after appearance of the Spire.

Actually we're missing exact reproduction steps, and we're not able to reproduce it: in case anyone has any additional info, feel free to let us know.

I'm sorry.
There is no possibility to reproduce. It happens randomly for a short periode of time and than it is gone.
Happens today 3 or 4 times (see time stamp bottom right).
Does any other player mention this issue or it's only me?

As @Brummbaer says, it is a random bug.
Sometimes it happens a couple times a week and then no problems for a couple month.
But when it happens, it is always after a reload/login part for me
