Apologies for the delay responding to this report. The text is accurate as far as it goes in that you do need to upgrade the barracks to unlock the slot - it simply doesn't mention that you also need to complete research in order to be able to upgrade to a high enough level to be able to do so. Therefore I am setting this thread to 'not a bug'.
