i dont get how to do this new tournament, so i am the only gamer in our lonely hood to do it, and i did the rovince, what is next? nobody else is laying it, how do i go to the next bit, so i can get some runes maybe???

All you can do is fight and/or cater, that's it. If you don't have many active neighbors you should focus onto a few provinces nearby your city and fight them up as high as you can. At the higher levels you will recive some runes.
