Quest title: __ (if applicable) quest 25 of the halflings, have 3 fields lvl 3, have 12 fields.

Current situation:
__ I have 5 fields lvl 4, 0 fields lvl 3, 9 fields lvl 2 and 5 fields lvl 1 (totalling 19 fields).
__ as you can see, no lvl 3 fields involved, yet the quest asking for lvl 3 fields was perfectly happy with that situation.

Expected situation:
__ it should not be happy with lvl 4 fields, when it asks for lvl 3. since lvl 3 and lvl 4 are different types.

Reproduction Steps (for the current screenshot)
1. __ have that quest
2. __ have more than 3 lvl 4 fields, but not enough lvl 3 fields.
3. __ voila, the quest is happy with that situation
4. __

i guess thats because you cant have level 4 without level 3

quest 25 asked for 4 fields level 3/ 12 fields total
quest 28 asked for 3 fields level 4/15 fields total. Are you sure you are at 25 and not 28 ?

before that, I had city expansion 41

and before that, I was stuck for several days waiting for the second lvl 2 farm to complete (I didn't need it).

now, the quest-system asks for 400 bread and 600 soup.


and yes, I can't have lvl 4 without having been on lvl 3, yet the quest specifically asked for lvl 3, and not for lvl 3 and above.

I think that this is intended behaviour, but I will check it and let you know.

Maybe words 'or higher' are missing. Like in quests which ask to upgrade buildings to certain level or higher.

This is not a bug, but we will take the feedback for consideration if we should rephrase it a bit to make it more clear.
