Thansk for reporting, but actually this quest is intended to work this way.

I don't think this quest is working as intended.
quest 70 asks you to own 9 instrument makers AND have 1 STEEL factory at level 34
quest 71 asks you to research the wood factory 34 upgrade

so why does quest 72 ask you again for the level 34 STEEL factory and not for the level 34 planks factory?

Actually, at the moment of my screenshot, I did have a STEEL manufactory at level 34 as required by quest #70 but the quest validated only later when I upgraded a PLANKS manufactory at level 34, so I agree that the "mechanism" of the quest is right but the display "STEEL" is wrong !

the quest text is indeed wrong and there is another one of the same type. "STEEL" is the error and the same thing for a quest MARBLE.
