Not a Bug Encounters with less than 4 enemy squads

Current situation:
There are encounters with only 1, 2 or 3 enemy squads.

Expected situation:
The encounters to have 4 to 8 squads. (It used to be this way, and there isn't any announcement saying that this has changed).

Reproduction Steps
1. Have at least 1 province available to fight.
2. Open the encounters. Observe that some of the encounters have less than 4 squads.

thats quite common for early players in early chapters, the question is if its intended in ring 15

Okay it took me some tries, but i indeed managed to scout a medium province (ring 14), with an encoutner with only 1 enemy and an encounter with 2 enemies.

Gonna have to let Marindor ask gamedesign if this is intended or not, and if this is a bug or unannounced change.

This has changed with version 1.40 but we missed it in our Release Notes, our apologies for that. I included it in today's release notes now, but on the Live servers it'll be possible from version 1.40 onwards
