Duplicate Cyclone Quest

I have a quest to build a Mysterious Cyclone. On past quests, if the action
has already been completed, before receiving the quest, the quest will have
a green check mark.
Since I have already built a Mysterious Cyclone, I expected this quest
to show a green check mark as well.
It does not.
Must I build another one?

Yes, you need to build another one, as the quest asks you to build one, not to have one.

You will indeed have to build one (and wait for it to finish) after accepting the quest. Should you do this and still encounter problems, please share them in this thread, which is about issues with this particular quest!
