has anybody proven facts and figures,
how precise effect whether I have my "culture-sun" on 140%, 170% or 200%?
is there a formula to calculate with?

I don't think anyone really knows an exact formula.. There are some speculations going on, but as stated in this thread (click) by Muf-Muf there are some problems with the calculation of culture (bottom of the thread)

They sure do!

All we can do is hope that they'll fix the culture problems in one of the next patches and after that we can try to figure out (or maybe be given) the formula

If we don't have the current formula, it will be hard to test if Culture is working
And same for your ranking points (which is related to Culture, anyway).
