Duplicate City Expansion 27 not placeable

I finished the points for city expansion 27, the first of the new fairy level city expansions. In the research menu, it has the green check mark. When I look under the expansion building tab, the expansion is still greyed out. I tried refreshing the page, and logging out and back into the game with the same results.
