Duplicate Carnival 2021 - quest window issue

Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Quest title: none

Current situation:
Carnival 2021 quest window can not be closed by clicking outside and opens other windows on top of quest window, closing that new window will reveal carnival 2021 quest window again (which was behind that new window)

Expected:
Quest window should act like any other window, if clicing outside of that window it should close and not open another window depending on where i have clicked

Reproduction steps:
1. Open carnival 2021 quest window
2. click outside of carnival 2021 quest window, for example on manufactory
3. observe that manufactory window just opened
4. close that manufatory window
5. observe that carnival 2021 quest window is still open

Quest window seems just fail to load properly and stay in half-loaded state without rewards shown and city faded out.

This indeed appears to have been a duplicate of the other thread, as the fix for that one, also fixed this
