In both fellowship and map mode when visiting a city the actions button is no longer displayed, also, the fellowship information is with the rank 10 player being the only player having any points assigned

The aid button has moved to the bar on the button

The button has indeed be moved to the bottom of the screen, as @Jouchka said. Alternatively, you can use the E key on your keyboard to activate the Neighborly Help mode.
