Expected situation:
__ well, they are streets, and the manufactories require canals connected to the portal. so I'd assume they need the portal to work.

I believe this is intended and not a bug.

This is indeed intended. Canals are just a normal cultural building that produce minerals and can be buffed.
However, canals are needed to connect manifestations to the portal. but a Canal on his own, doesnt need a portal connection.
