Duplicate buttons in news jumping from top to down

Current situation:
Opening news windows with more news inside, where second/3rd or 4th news has a button, clicking on that 2nd/3rd/4th shows button on the top for a half second, and then button moves down

Expected situation:
Not flying button

Repro steps:
1. have more news
2. have second news to have button
3. open news window
4. click on second news
5. observe button flying

It doesn't flying up-down, it just selected button image appears later than button border. And while it's not loaded you just see underlying image, that is shifted up.

Seems same layout phase problem, game shows data before it is ready, causing all these jumping buttons / inventory glitch / context menu shaking / weird timers...
