1. Build 1 daily prize
2. 1/2 buildings upgraded
3. Build another daily prize
4. 2/2 buildings upgraded

Thanks for your report slide. But this is not a bug, but intended.
After the implemenation of RR spell, event buildings have levels as well. So, as long as the building you place or upgrade is at or above the required level, the requirement of the quest will be fulfilled.

Um, what? That makes no sense - the quest is to UPGRADE, not to build. What happens if someone builds a Magic building from any chapter after first? It will be at a level above 1, so will that also count as having upgraded a building?

Yes shadowblack, that's right. If you build a magic residence or workshop, it will also count, provided that the level is enough for the quest requirement.
I can understand your perspective, but this is how it is designed. Still, we can forward your opinion as a feedback
