Duplicate Builder disappears after cancelling upgrade

What is happening:
I had two buildings upgrading with my builders. I then decided to cancel my residence upgrade and use the builder for something else. I cancelled the upgrade with no problem (and got my costs back) but the builder was not available. It still showed 0/2 builders available. I tried to upgrade another building anyway and was unable to. I had to refresh the game in order for the builder to show up as available again. I repeated these steps 3 times for the same results.

What I expect to happen: When I cancel an upgrade the builder should be available for other work without needing to refresh.

Reproducibility: 5/5

Steps to reproduce:
Mountain halls is already upgrading so that builder was busy but I had one free
Click on a residence to upgrade
Cancel upgrade
Builder does not show up as available
Must refresh to get builder back

I am playing on google Chrome

as an elf
